planting will be done during the spring (March 15 through June 15) or fall <br /> (September 15 through November 15). <br /> The grasses and forbs are seeded primarily by drill seeding. Broadcast of seed is <br /> utilized on small areas with hydroseeding used on areas with slopes steeper than 3:1. <br /> Shrubs are planted in conjunction with seeding operations. The shrubs will be <br /> planted, after the affected acreage has been seeded, in clusters approximately 0.5 to <br /> 2 acres in size and will cover 30 acres of the total 110 affected acres. <br /> Newly planted areas will be mulched with hay or straw. Crimping or tracking will <br /> be used to stabilize the hay or straw mulch. Straw mulch or an equivalent cover of <br /> hydromulch, wood chips, jute netting, excelsior mat, etc. will be applied. After <br /> seeding, revegetated areas are protected from livestock grazing until areas are judged <br /> capable of withstanding grazing pressure. Protection of revegetated areas is <br /> accomplished by excluding livestock by using fences, or discontinuing grazing on <br /> adjacent areas by other means. <br /> XI1. Post-mining Land Use <br /> 1. The Division is proposing to approve a post-mining land use of rangeland and <br /> wildlife habitat. The land use meets the criteria of Rule 4.16.3. <br /> XIII. Protection of Fish, Wildlife and Related Environmental Values <br /> 1. Information regarding compliance with Rule 4.18 is located in Section 2.05.4 of <br /> the permit document. <br /> 2. Wildlife habitat is a planned post-mining land use. The applicant has selected <br /> appropriate plant species and distributions to benefit wildlife. <br /> XIV. Protection of Underground Mining <br /> 1. There are no current or proposed surface mining operations within or next to <br /> the West Elk Mine. <br /> XV. Subsidence Control <br /> 1. The applicant has proposed a subsidence control plan in accordance with Rule <br /> 2.05.6(6) and has committed to adopt all measures in order to reduce the <br /> likelihood of subsidence, prevent material damage, or mitigate the effects. The <br /> Division proposes to approve the plan (4.20.1(2) and 4.20.3(1)). <br /> A subsidence monitoring plan to monitor mining in the Apache Rocks and Box <br /> Canyon lease areas for the five-year permit area is included in Section 2.05.6(6) <br /> of the permit document. The monitoring plan will provide additional data <br /> which, when used with the F Seam data, can be utilized for future mine <br /> planning considerations. MCC has proposed two additional north-south <br /> monument lines and two additional east-west monument lines to monitor B <br /> 47 <br />
