Road Name Road Location <br /> Upper Haul/Access Road Between the intersection of the Middle Mine <br /> haul/access road and the Main haul/access <br /> road and the Portal access road <br /> Main Haul/Access Road Between Highway 133 and the intersection of <br /> the Middle Mine haul/access road and the <br /> Main haul/access road <br /> As coal or coal mine waste may be hauled on the above roads, all of the <br /> roads have been designed, constructed and certified as haul roads. These <br /> certifications are provided in Exhibit 8A of the permit document. A <br /> discussion of the haul/access roads is found in Section 2.05.3 in Volume 1 <br /> of the permit document. The designs are in compliance with Rules 2.05.3 <br /> and 4.03.1. Haul/access roads are shown on Map 53. <br /> 2. These haul/access roads will be reclaimed upon closure of the mine when <br /> the roads are no longer necessary. <br /> B. Access Roads <br /> 1. The West Elk Mine has three access roads which are considered access <br /> roads only. These include the Sylvester Gulch fan access road, the Portal <br /> access road, and the Materials Storage Bench access road, which are <br /> shown on Map 53. These roads have been certified as access roads and <br /> the certifications are provided in Exhibit 8A of the permit document. A <br /> discussion of the access roads can be found in Section 2.05.3 in Volume 1 <br /> of the permit document. The designs are in compliance with Rules 2.05.3 <br /> and 4.03.2. <br /> 2. All of the roads will be reclaimed except the Sylvester Gulch fan road, <br /> which is owned by Atlantic Richfield and will provide access to the fan site <br /> and areas to the south. <br /> 3. The proposed upper waste pile includes an access road to be used to <br /> transport waste to the site. The road is planned to be 2,500 feet long, a <br /> full cut-section, gravel surfaced road with grades up to 10 percent. <br /> Because of inaccessibility, due to weather, to the proposed road alignment <br /> at the time of the upper waste pile revision, a geotechnical investigation of <br /> the road corridor has not been completed. This investigation would <br /> include a reconnaissance geologic map with emphasis on slope instabilities <br /> and drainage characteristics. Based on this map, a preliminary access road <br /> cut-slope stabilization and drainage design will be developed. Once <br /> approved by the Division, initial construction will be as a pioneer road <br /> with minimal excavation. This investigation and final design will be <br /> completed as the road is excavated. The upper refuse pile is not proposed <br /> for this permit term; therefore, construction of the road is not proposed. <br /> More information is included as Exhibit 50 in the permit document. <br /> 21 <br />
