<br />-3- <br /> <br />13. A list of proposed seed mixtures must be submitted annually to the Division for <br />review and approval. The list should include pure live seed (PIS) per square <br />foot, pounds PIS per acre, species origin, and acre estimates to be seeded <br />for each mix. <br />14. Seneca Coals, Ltd. must address the use and control of acidic material in <br />embankment construction in accordance with Section 4.03.1(3)(d)(iv) within <br />30 days of permit issuance. In addition, the requirements of 4.03.1(3)(d) <br />(v)(vi),(vii) and (viii) must be addressed and included in the application. <br />15. Within 30 days of permit issuance, the applicant must describe measures to <br />provide erosion protection and runoff control in areas where drainage <br />ditches discharge onto open terrain. <br />16. Because severe surface erosion could contribute to the occurrence of local- <br />ized embankment failures, both the up- and downstream embankment slopes must <br />be revegetated during the fall of 1981 in order to reduce the potential of <br />such erosion. <br />17. The embankment must be inspected annually, or within 10 days following any <br />storm whose backwater elevation exceeds the elevation of 6991.1 feet above <br />sea level (10-year, 24-hour maximum storm event's projected backwater elevation), <br />by a qualified Geotechnical Engineer or Engineering Geologist. A Setter of <br />certification containing the results of that inspection must be submitted to <br />the Division within two weeks following the inspecticn. <br />
