Ivanhoe Street <br />Denver, Colorado 80222-0166 <br />Re: Mine Development, Inc. - "Neglected Mine" - File No. 81-165 <br />Dear Gib: <br />I have reviewed 'the letter from the operator, Mr. Moynahan, concerning <br />answers to the three stipulations to the permit for the above captioned <br />operations. I will respond to these answers below using the numbers <br />used for the stipulations in the permit and the answers in Mr. Moynahan's <br />letter. <br />1. The statement concerning the placement of a 16" cement block <br />berm around the pad is not sufficient. More detail should be <br />\ given as to how this berm is to be constructed and tied in <br />with the pad so as to provide an adequate seal. No mention <br />~ was made of a sump to collect any leakage. It should be demon- <br />strated that the system described is adequate to control <br />anticipated system leakage. <br />2. As soon as material is available for analysis to comply with <br />this stipulation, the proper analysis (as per stipulation 2) <br />should be done and the results submitted to our Division for <br />staff evaluation. <br />3. More detail is needed concerning the leak detection and backup <br />system for the tailings area. The composition, thickness and <br />method of placement of the plastic underlines Should be provided. <br />A detailed description of the type of plastic pipe and its <br />method and pattern of placement should be provided. The bedding <br />y\• for the perforated pipe and the underlines should also be <br />described. A diagram or diagrams could be helpful in this <br />regard, as well. This plan will be subject to staff evaluation <br />and approval (as per stipulation 3). <br />
