Mr. Robert Liddle <br />May 11, 1962 <br />Page Three <br />To provide accountability for individual species, we propose the <br />following as a fourth sentence: "A list of species encountered in <br />sampling will be submitted to document the vegetation types." 4Je feel <br />our primary goal is to establish a functional ecosystem consisting of <br />appropriate wane-season grasses, cool-season grasses, fortis and sand- <br />sage. Our control over specific botanical composition is effectively <br />limited to the approved seed mixture that we worked at'length in con- <br />junction with the Division to establish. Beyond the second or third <br />year, botanical composition is subject primarily to environmental ele- <br />ments beyond our control, and I feel that requiring us to meet specific <br />species density standards could very well be near impossible as well as <br />inadvisable. Nature just might not oblige. <br />The final item pertains to the Division proposal to establish two <br />shrub species for diversity analysis. Coors Energy Company, in all of <br />its communication with the Division, has openly referred to only one <br />species of woody plant or shrub for reclamation purposes, and that is <br />sandsage. Only this one species has been mentioned because sandsage is <br />the only shrub found on the area to be mined and, of any shrub species <br />found within the overall area, it is the only logical choice for recla- <br />mation planting. Consequently, we propose that the species diversity <br />requirement for woody plants be deleted from the Division proposed <br />stipulation. <br />Coors Energy Company is also reviewing the Division's proposed <br />Blasting Record form and the various publication requirements for mini- <br />mizing electrocution danger to raptors. I foresee little difficulty in <br />resolving these two issues and we should reach agreement on stipulation <br />language shortly, although no deadline has been imposed.
