Ponce
Santa Fe Railroad
500 Arizona Street
Trinidad, CO 81082
RE: Reclamation of Coal Loadout Facilities Located on Santa Fe Railroad,
Property Leased to Energy Fuels Mining Company, Raton Creek Mine,
Permit No. C-82-055
Dear Mr. Ponce:
OF ~~/p
ti:i
~~ ~ ,b
`o
rB ]6 ~
Roy Romer
Governor
Michael B Long
Division Director
This letter is in response to our telephone conversation of October 8, 1993.
During our conversation, we discussed the reclamation requirements of
Trinidad Coal Loadout Areas Numbers 1 and 2, leased by Energy Fuels Mining
Company from the Santa Fe Railroad. With the closing down of their coal
mining operations at the Raton Creek Mine, Energy Fuels is reclaiming all
lands affected by their operation. The Division is requesting comments from
the Santa Fe Railroad regarding upcoming reclamation activities at the
Santa Fe Railyard, situated in Trinidad, Colorado.
Our reclamation regulations require that vegetation be reestablished at these
loadouts. However, we understand that the Railroad may have some concerns
with this requirement. Please state whether or not the Santa Fe Railroad has
any objections to the reestablishment of vegetation within the railyard where
the Energy Fuels Loadouts are located. If you do have any objections, please
state what they are, so that we may develop a mutually satisfactory solution.
Our regulations also state that sediment control structures must remain in
place until yegetation has been satisfactorily reestablished. The three
existing drainage sumps located within the railyard would have to be
reconstructed to contain all runoff generated from the 25-year, 24-hour
precipitation event. These three sumps are currently designed to contain
runoff from only the 10-year, 24-hour event. Proper drainage control would
require these sumps to be enlarged, new drainage ditches installed to convey
runoff to the sumps, and all associated surfaces regraded accordingly. Please
state whether or not the Santa Fe Railroad has any objections to these
proposed procedures. If you do have any objections, please state what they
are.
