Rese~~rce4 <br />Attached is a map showing the location of the incomplete segment of the Colony <br />plant access roadway which exists in the vicinity of the boundary of Areas 9 <br />and 19d. This is the area in question in the Mined Land Reclamation Board's <br />permit stipulations as described in Mr. Jim Pendleton's letter to you of <br />December 21, 1982. <br />Mr. Pendleton suggests that, "this segment of road could result in water im- <br />poundment and a subsequent erosive breakout". After further field investiga- <br />tion, Exxon believes that no appreciable water impoundment will occur in this <br />area. <br />At the time of the MLR staff inspection shortly after the Colony shutdown, <br />Exxon engineers were not aware that the rock which could possibly impound the <br />water had been blasted and was, therefore, permeable. <br />The recent runnoff from the snowmelt and spring rains has resulted in no water <br />ponding in the questioned area. The water does course through the porous pile <br />of blasted rock, and returns to the channel to the north and subsequently on <br />to the Davis Gulch Cofferdam. As you know, this cofferdam is the upstream <br />structure in Colony's sediment control system. <br />Exxon plans to insure that this blasted rack continues to act as a "French <br />Drain" during this Interim Site Plan period. <br />Please contact me if there are further questions regarding the fulfillment of <br />this permit stipulation. <br />Sincer~ ~l~i~"" '___- <br />Robert E.
