Dept. of Natural Resources <br />To All Parties Concerned: <br />Enclosed find the initial draft of a proposal to mitigate habitat dis- <br />turbance caused by coal strip mining and associated impacts upon sage grouse. <br />We are plowing new ground with this plan but we expect fertilization to be- <br />come a standard mitigation practice on energy lands in Colorado. <br />We carefully considered all problems associated with the proposal and <br />believe it is straightforward, reasonable and workable. We did not cut <br />any corners and we tried to project for anticipated inflationary costs. <br />Consideration was also given to where the fertilization may be done and we <br />enclose a map outlining the area to be considered. Once the proposal is <br />approved, we would randomly select the areas to be treated. <br />Costs associated with the proposal are somewhat higher than originally <br />discussed. Since we had not prepared a proposal prior to our 1st meeting, <br />we did not have a good estimate of costs involved. We can further discuss <br />this area when we meet to go over the proposal. We would like to suggest a <br />meeting on 3 March in the afternoon. We cannot meet on 4 and 5 March as we <br />have other commitments.
