Lamm <br />Goverrror <br />DATE: March 15, 1984 <br />T0: Dan Mathews <br />FROM• Jim Pendleton <br />~.. <br />,, <br />_1 -~~~,, <br />. _.~ <br />RE: Northwest P~peline Co oration's Stipulation Responses <br />Pursuant to your request, I have reviewed the stipulation responses recently <br />submitted by Northwest Pipeline Corporation, in response to Stipulations <br />No. 14 and No. 18 of their permit No. C-016-81 for the Hawk's Nest underground <br />coal mines. <br />Stipulation No. T4 required stability analyses be completed for the proposed <br />reclaimed configurations at both the east and west portals of the Hawk's Nest <br />Mine. Appropriate materials testing and stability analyses determined that <br />the originally proposed Paonla Reservoir dredge sediment was not acceptable <br />for all backfilled areas. Rather, the applicant's consultant found that <br />alternative borrow materials should be utilized to backfill cuts above the <br />highway. <br />Stipulation No. 18 required stability analyses of the existing road cut and <br />fill slopes, which exceed the maximum allowable slope standards within <br />Rule 4.03. Appropriate materials testing and stability analyses determined <br />that the existing cut and fill slopes do fulfill the required minimum slope <br />stability requirements within our regulations. <br />The materials testing and stability analysis techniques utilized conform with <br />the prudent state-of-the-art. I recommend that the Division except the <br />applicant's responses to Stipulations No. 14 and No. 18 of permit <br />No. C-016-81. The applicant should submit an appropriate amendment of Its <br />reclamation plan for the east and west portal areas at the Hawk's Nest Mine. <br />/ep <br />cc: Brian Munson <br />Doc.
