DEPARTMENT OF NATURAL RESOURCES
Davla H. GetChe4 Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Dlroctor
Richard D. Lamm
Goverrror
DATE: March 15, 1984
T0: Dan Mathews
FROM• Jim Pendleton
~..
,,
_1 -~~~,,
. _.~
RE: Northwest P~peline Co oration's Stipulation Responses
Pursuant to your request, I have reviewed the stipulation responses recently
submitted by Northwest Pipeline Corporation, in response to Stipulations
No. 14 and No. 18 of their permit No. C-016-81 for the Hawk's Nest underground
coal mines.
Stipulation No. T4 required stability analyses be completed for the proposed
reclaimed configurations at both the east and west portals of the Hawk's Nest
Mine. Appropriate materials testing and stability analyses determined that
the originally proposed Paonla Reservoir dredge sediment was not acceptable
for all backfilled areas. Rather, the applicant's consultant found that
alternative borrow materials should be utilized to backfill cuts above the
highway.
Stipulation No. 18 required stability analyses of the existing road cut and
fill slopes, which exceed the maximum allowable slope standards within
Rule 4.03. Appropriate materials testing and stability analyses determined
that the existing cut and fill slopes do fulfill the required minimum slope
stability requirements within our regulations.
The materials testing and stability analysis techniques utilized conform with
the prudent state-of-the-art. I recommend that the Division except the
applicant's responses to Stipulations No. 14 and No. 18 of permit
No. C-016-81. The applicant should submit an appropriate amendment of Its
reclamation plan for the east and west portal areas at the Hawk's Nest Mine.
/ep
cc: Brian Munson
Doc.
