Box 591 <br />Somerset, CO 81434 <br />RE: Coal Storage and Handling System; West Elk Mine; File No. <br />C-80-007 <br />Dear Kathy; <br />This letter is provided in response to your letter of June 15, <br />1992, and our conversation today regarding the designs and <br />construction of the Coal Storage and Handling System (stack tubes). <br />As the original designs for the system has been reevaluated and <br />probably will be revised again before the project is completed, the <br />Division accepts your suggestion to defer the required "as-builts" <br />for this structure. The final description of the coal handling <br />system in the permit text and the as-built design should be <br />submitted as part of Stipulation No. 43. The Division finds this <br />appropriate as the stipulation recuires "as-built" designs for all <br />surface facilities.
