OF ~~[O
III IIIIIIIIIIIII III
ti`~~~4r 999
• /B'!6 ~
Roy Romer, Governor
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
FRED R. BANTA, Director
Iday 11 , 1989
Mr. David Andrews
Lillylands, Inc.
P.O. Box 204
Redvale, Colorado 81431
Subject: N.O.I. CX-88-203, Lillylands, Inc.
Dear Mr. Andrews:
I talked to the soils and vegetation specialist with whom I work about the
soils mapping required for a permit application and the exclusive use of warm
season grasses in the seedmix. He indicated that we usually require a second
order soils survey for permit areas of your size; smaller properties (tens of
acres) would need a first order survey to ensure adequate topsoil salvage.
Please note in the accompanying (poorly reproduced) table that a third order
survey might be adequate when the mapping units are between 1.6 and 4 hectares
(4-10 acres) in size. It is our understanding that the Montrose County Soils
Survey is completed but not published. Barb Censich of the Montrose SCS field
office (249-6632) or Dean Stindt of the San Miguel Soil Conservation District
(327-4245) may be able to tell you more about the complexity of mapping on
your land.
The Division would consider a seedmix composed exclusively of warm season
grasses. Approval would be dependent on previous and future interaction with
federal agencies; i.e. federal surface ownership or coal within the permit
area, or a history of wildlife damage payments. In addition we would look at
baseline vegetation data within the permit area and the relative presence of
cool season grasses.
I am enclosing a copy of the bond, your monitoring proposal and the letter I
wrote on 4/19/89. Given our previous difficulties with the mail, I am
certifying this package to ensure delivery.
Sincerely,
C ~~wllil~' t/~/ c
Catherine W.
