iiiiiiiiiiiiiiiiii <br />Date: May 1, 2001 <br />To: Wally Erikson <br />From: Harry Ranney <br />Re: Thoughts on Carbon Junction Permitting Plans <br />Wally: Here is a rough plan for Four Comers Materials and Oakridge Energy to consider in their planning <br />for obtaining permits from DMG for [heir gravel permit expansion and [he reclamation of the Carbon <br />Junction Coal mine. <br />1. Four Comers submits gravel pit amendment to DMG Minerals. Four Comers would need to supply a <br />separate Minerals bond for the amendment area. There would be a period of time that double <br />bonding would exist but at the conclusion of the PR requested below, all would be fine. <br />2. Four Comers applies to the Coal Program for an SO, and submits a replacement Coal Bond in the <br />current amount. This SO application would need to contain some form of right [o enter agreement <br />between Four Comers and Oakridge. <br />3. Four Comers should consider submitting a Phase I/II/111 bond release application for the portion of <br />coal mine that is the subject of the gravel permit amendment. That way, once the amendment is <br />approved by Minerals, Coal would be able to approve the Coal bond release application, and return a <br />portion of the coal bond to Four Comers. <br />4. Four Comers would then need to submit a Permit Revision to revise: the coal mine permit boundary <br />to the extent of disturbance boundary, reduction in bond amount due to a change in mine plan, and <br />any changes to the hydrology and reclamation plans. After this PR is approved, or concurrently with <br />it, a change in bond amount for the reduced liability associated with the mine. <br /> <br />
