b, The current plan requires monthly static water levels <br />and quarterly water quality samples from selected wells <br />as specified in Tab 15, Appendix 15-1, pages 15-1-9 to <br />15-1-11 of the permit revision application. <br />c. Three springs are being monitored at Nucla, two spoils <br />and one highwall. Monthly measurements of field water <br />quality parameters and semi-annual full suite water <br />quality samples are taken. No springs or seeps have <br />been discovered at Nucla East. <br />d. During the mining phase at Nucla East three piezometers <br />and one surface water monitoring site will be installed <br />within the first three years to evaluate drawdown <br />impacts along Calamity Draw and the West Lateral <br />Irrigation Ditch, In each of the fourth and fifth <br />years an additional piezometer will be installed to <br />bring the total number of piezometers to five. These <br />piezometers will be used for monitoring ground water <br />levels. The surface water monitoring site will be <br />located just upstream from mining disturbance in <br />Calamity Draw and will continuously record flow while <br />being periodically sampled for water quality. This <br />plan is discussed in Attachment 16-1, page 30 of the <br />permit revision application. <br />e. The post-mining ground water monitoring program will be <br />planned with CMLRD as a part of the site reclamation. <br />2. The applicant will conduct monitoring of surface water in a <br />manner approved by the Division, The monitoring plan was <br />submitted under 2.05.6(3)(b)(iii) and includes the <br />following: [4.05.13(2)]. <br />a. The baseline program (Nucla East-July, 1986 to July, <br />1987) included monthly visits to maintain, service, <br />take flow measurements, take field parameters and <br />collect full suite water quality samples. Results of <br />this program are discussed and tabulated in Tab 7 of <br />the permit revision application. <br />b. The current monitoring program will consist of monthly <br />field parameters and semi-annual full suite water <br />quality samples, <br />c. NPDES sites (sediment pond outlets) will have monthly <br />maintenance, service, flow measurements, field <br />parameters and full suite water quality samples. <br />d. Post mining monitoring will be largely unchanged. <br />Peabody will work with CMLRD in any changes needed or <br />desired. <br />-32- <br />
