accomplished that identifies plant species on reclaimed areas.
The azea is rural, zoned for agriculture and light residential. In the immediate vicinity of the permi[
area, the severe terrain is suitable only for range and wildlife habitat. Numerous coal seams are near
the surface in the region, and a number of historic mines are located near the Eastside Mine site. The
Eastside Mine site was an area of previous disturbance from coal mining and road construction
borrow pits and quarry.
The permit renewal is for reclamation activities. All coal extraction, processing, and shipment
activities have ceased. Previous to this renewal, operations included room and pillar and continuous
underground mining extracting up to (proposed) 200,000 tons of coal per year from the E coal seam.
However, operations never reached this magnitude. Surface disturbances planned to the west of the
County Road 237 never materialized. All facilities at the site have been removed except for the road
to the portal azea of the site (to remain); a portal drain pipe extending from the buried portals (to be
cut-off below ground level); aclear-water upland-diversion ditch, surface runoff collection ditches,
and a sedimentation pond (to be reclaimed), and riprapped drainage drop structures (to remain) off
the colluvium terrace to the valley floor. All regrading of the site has been completed, and areas of
surface disturbance vegetated.
03/06/00
