~ L <br />Division of Wildlife recommendations. The species diversity <br />standard is based on a comparison of pre-mining and post-mining <br />life-form contribution to the vegetation community. <br />Two minor revisions affecting the revegetation plan have been <br />approved since Permit Revision No. 1 approval. Minor Revision 17, <br />approved April 1, 1985, allowed a discontinuance of woody seedling <br />planting in favor of direct seeding of woody species on the East <br />Pit reclaimed area. Minor Revision 24, approved October 27, 1986, <br />allowed three seed mix modifications. The modifications allowed a <br />one-time-only addition of winter wheat to the East Pit Area, <br />permanent additions of smooth brome to the East Pit mix, and big <br />bluestem to the Barren Ridge mix. <br />The permittee has stated that herbicides and/or pesticides will be <br />used according to U.S. Forest Service practices (page 2.05-45 <br />revised October 14, 1983, Federal Lease permit revision <br />application). <br />The permittee has submitted information on threatened or endangered <br />plant species at the mine site. No listed or proposed listed <br />threatened or endangered plant species has been identified during <br />vegetative surveys. At this time, pursuant to Rule 2.07.6(2)(n), <br />the Division finds that the reclamation activities will not affect <br />the continued existence of any threatened or endangered plant <br />species or result in the destruction or adverse modification of <br />their critical habitats. <br />VII. Post-Mining Land Use <br />A. The pre-mining land use in the area of the Chimney Rock Mine <br />included rangeland, pastureland, and wildlife habitat (Map 2). <br />Technical Revision No. 21, approved by the Division, USFS, BLM and <br />the DOW on December 4, 1990, changed approximately 50 acres of <br />privately owned land from rangeland to pastureland. The operator <br />has reclaimed the East Pit Area to dryland pasture, the Barren <br />Ridge Area to rangeland, and the Federal Lease Area to wildlife <br />habitat. Surface landowners have indicated agreement with the <br />proposed land uses. <br />VIII. Protection of Fish, Wildlife and Related Environmental Values <br />A. The applicant has proposed the use of persistent pesticides on the <br />site during reclamation operations. The Division proposes to <br />approve this usage (4.18(4)(9)). <br />B. Fish and wildlife habitat is a planned post-mining land use. The <br />applicant has selected appropriate plant species and distributions <br />to benefit fish and wildlife (4.18(4)(1)). <br />IX. Operations on Alluvial Valley Floors <br />A. The Division has determined that an alluvial valley floor exists <br />within the affected or adjacent area. Therefore, the following <br />-16- <br />
