The operator demonstrates that the proposed
buttressing of that existing cut slope will improve the static slope
stability of the slope. In fact, a static slope safety factor of 1.311
is projected, as compared with the existing slope configuration's,
calculated at 1.234. The projected reclaimed configuration's static
slope safety factor satisfies the requirements of Rule 4.14.2(1)(b).
The operator also states that "the outcrop highwall is in fact a
natural rock outcrop and was not a result of excavation." The operator
presents only a schematic cross-section on figure 3.1-1, which indicates
some sort of partial backfilling of the actual portal face up area.
However, the portal highwall has been extensively netted and rock
bolted. The operator should provide the Division ulith a detailed
description of the specific procedures intended to be implemented in
decommissioning and reclaiming the specific portal face up highwall.
cc' Brian Munson
Doc.
