Memo - Cathy Begej - 2 - March 9, 1990
3. I cannot determine how IMS, Inc. arrived at the calculated t values on
Table 1 . I would suggest that they contact me to discuss this matter.
However, even using the t values from the report, no areas except for
area 3 meet the required cover success standards.
4. No reclaimed area cover values are equal to or greater than 90% of the
reference area herbaceous cover. Therefore, the reclaimed area
vegetative cover is not yet ready for Phase II bond release. My
suggestion is that RCC proceed with upgrading their sediment control
facilities as appropriate.
5. My understanding of when the various pits were reclaimed at Grassy Gap is
as follows (all figures from pages IV-2 and III-2 of the permit):
Pit Number Approximate Reclamation Date
1 Pre-spring 1981
2 Before Pits 1 and 3
3 Pre-spring 1981
4 Still Open
5 Finished July 1984
6 Finished October 1984
This would mean that no other augmentation to the vegetative stand can occur
at this time according to Rules 3.02.3(2)(c) and 4.15 .7(5) since all presently
reclaimed areas are past the five year deadline.
cc: Susan Mowry
/ern
4891F
