Introduction <br />This document is the findings of compliance and proposed decision of the Colorado <br />Division of Minerals and Geology (the Division) in response to a request for a Phase I <br />Bond Release at the Marr Mine, Division permit number C-80-006. This document <br />contains four parts: I) procedures and summary of the bond release process; 2) criteria <br />and schedule for bond release; 3) observations and findings of the Division regarding <br />compliance with the bond release requirements of the Colorado Surface Coal Mining <br />Reclamation Act (the Act) and the Regulations promulgated thereunder; and 4) the <br />Division's proposed decision for the bond release request. <br />Detailed information about the review process can be found in the Act and the Rules and <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining (Rules). <br />All sections referenced in this document are contained in the Rules. Detailed information <br />about the mining and reclamation operations of the Marr Mine can be found in the permit <br />application on file at the Division Offices, located at 1313 Sherman Street, Room 215, <br />Denver, CO 80203. <br />The Marr Mine is a reclaimed surface mine that is permitted and operated by the Kerr <br />Coal Company (KCC).
