1 <br />' CHAPTERTWO Proposed Action and Alternatives <br />' trench to be widened by about 48 inches. No additional right-of--way for construction or <br />permanent operation would be necessary. <br />' Electrical Power <br />White River Electric Association, Inc. plans to permit and build a new 138-kV transmission line <br />' as part of its system needs. This line would also provide electric power to the Piceance Site. The <br />total length of the line is estimated to be 11.25 miles. BLM will be preparing a separate EA to <br />assess potential impacts from the transmission line. <br />To provide electrical service to the well field, a 15-kV electrical distribution line would be built <br />from the processing plant site to the well field (Figure 2-6). The line would be pole mounted and <br />located along the well field access road. The pole structure would be a standazd single-cross-arm <br />pole using wooden poles about 50 feet high. To protect raptors, perches or other appropriate <br />raptor protection practices would be provided above the conductors. The total length of the pole- <br />' mounted electrical line would be about 9,500 feet. The line and step-down facilities would be <br />constructed in disturbed azeas along the proposed access roads and piping system. Step-down <br />facilities, including pole-mounted transformers and control panels, would be used at points where <br />' the lateral solution piping system joins the main header piping. About six step-down facilities <br />would be used in the well field. <br />American Soda currently has no plans to generate power as part of the normal commercial <br />' mining operations. Natural gas emergency generators would be available to supply enough <br />electricity for an orderly shutdown during outages or other unforeseen emergency situations. <br />' Water <br />Potable water would be trucked to the Piceance Site and stored in a potable water storage tank. <br />' Process water would be provided by the return water pipeline from the Parachute Site, and is <br />discussed in Section 2.2.3.5. With the possible exception of stormwater, there would be no off- <br />' site water dischazges. Process dischazges would be routed to an onsite evaporation pond, and <br />sewage would be dischazged to an onsite septic system. Sewage disposal methods would be <br />subject to approval from Rio Blanco County. <br />' Communications, Security, and Lighting <br />' The Piceance Site would be set up with telephones; data lines, and a fax machine. The telephone <br />lines already in place at the experimental test mine facilities would be extended to the Piceance <br />Site processing plant azea. <br />' Access to the Piceance Site processing plant azea would be controlled by a perimeter fence <br />azound the facility, and the plant would be staffed azound the clock. Access roads into the well <br />field would be equipped with gates and posted with signs to restrict access. <br />The Piceance Site processing plant azea would require lighting during nighttime operation. To <br />reduce the visibility of night lighting, American Soda would minimize outdoor lighting and <br />' would select a less intrusive shade of lighting (e.g., dull yellow) within the constraints of <br />Occupational Safety and Health Administration (OSHA) requirements and standard engineering <br />2-I1 <br />
