JRY WAGHER 0 THE HAWK'S HESS PRE-BID <br />Mr. Wagner had mentioned to me at the east site of the Hawk's hest area that <br />he had to leave the pre-bid due to an earlier scheduled engagement. He said <br />this in front of everyone. the very last portion of the meeting was an <br />exemplary visit to a drill hole site up the "goat trail" and the site visit to <br />the topsoil borrow location. At that point Mr. Wagner still made an effort to <br />not only look at the condition the drill road was in by starting up the road <br />approximately Si4 mile (he was heading out when we started up), but also <br />stopped to look at the topsoil borrow area which access was blocked by the <br />presence of the coal train. (He managed to sneak under the slow loading <br />train, not necessarily an OSHR approved approach.) In my opinion, Hr. <br />Wagner's absence for the drill site visit and accompanied topsoil borrow visit <br />is not cause for rejection due to the fact that no statement or comment was <br />made which could of altered his bid by either the State or the other <br />contractors present and no changes were made in his absence. <br />R side note here is that the reason this item has been included within bidding <br />documents is, in my opinion, directed at those contractors who blatantly and, <br />usually without notice, leave a pre-bid meeting and miss important comments, <br />changes, or statements which do affect bidding. Because of the contractor's <br />early departure, heishe has missed important information regarding a <br />particular item which affects hisiher bid. <br />
