SECTION B <br />The following findings and specific approvals are required by Rule 4 <br />Hydrologic Balance - Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />The Division proposes to grant three small area exemptions from <br />use of sediment ponds due to the limited stze of the areas and <br />due to the fact that ponds and treatment facilities are not <br />necessary for the drainage to meet the effluent limitations of <br />Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that <br />no mixing of surface drainage with a discharge from underground <br />workings will occur. The small areas to be exempted are <br />located at the topsoil pile (SAE2), rip-rap stockpile (SAE3), <br />and the office complex (SAE1). These areas are discussed in <br />Appendix M and are located on Map 2.2-3 in the mine permit. <br />(4.05.2(3)(b)(i)). <br />Stream Channel Diversions <br />The Division proposes to approve the diversion of an ephemeral <br />stream draining less than one square mile (unnamed channel in <br />McClave Canyon). This decision is based on a finding that the <br />proposed diversion meets the requirements of 4.05.18 and <br />4.05.3, applicable local, State, and Federal statutes and <br />regulations and that the diversion is designed to safeguard <br />public safety and to minimize adverse impacts to the hydrologic <br />balance. (4.05.3(1). <br />Surface and Ground Water Monitoring <br />The applicant will conduct monitoring of ground water in a <br />manner approved by the Division. The ground water monitoring <br />plan is as follows: quarterly monitoring of wells GW-1 and <br />GW-4 (located on Map 4.2-2 in the mine permit) for static water <br />level, pH, temperature, and specific conductance; water quality <br />sampling of mine water discharges as required by NPDES and CDOH <br />permits; monitoring of all non-seep inflows into the mine to <br />include source, quantity, duration, and quality (pH, electrical <br />conductance, and temperature>; monitoring quantities of water <br />discharged from the mine, consumed in the mine, and imported <br />for use in the mine. Water samples will be collected with a <br />bailer after the depth to water table has been measured. All <br />monitoring wells shall be repumped at least once a year and at <br />least one day prior to sample collection with an air lift or a <br />bailer. (4.05.13(1)). <br />-10- <br />
