This stipulation requires the <br />development of an appropriate portal sealing plan. <br />Empire has submitted a plan projected to resist a 140 foot hydrostatic head at <br />the location of the portal seal. Assuming that the company's projection of a <br />maximum 140 foot hydrostatic head, equivalent to the pre-mining hydrostatic <br />head in that area, is prudent, their design will resist the applied load.
