Since we talked, Walt has <br />corrected the problem you mentioned in your inspection report <br />regarding H pond. <br />I would call attention to your inspection report dated <br />October 28, 1980 where we were specifically instructed to <br />strip the topsoil below the embankment of H pond. At the <br />next inspection trip by Mike Savage in January, I specifically <br />showed him the cut at H pond and was told that everything was <br />in order. <br />The Walden Coal Co. has attempted to comply with the <br />myriad of federal regulations dealing with the mining of coal <br />However, the inconsistent view that different inspectors make <br />in their reports only complicates the process. In addition, <br />we have incurred double costs as a direct result of the Mined <br />Land Reclamation staff.
