Recommendation I recommend approval with a condition of the Wyoming Fuel Company (WFC) Golden Eagle mine mining plan. This is a mining plan modification for the Golden Eagle mine. This mining plan is for an existing underground mine in which mining operations are being extended in leased Federal coal. My recommendation to approve the mining plan is based on the complete permit application package (PAP), updated to March 2, 1990; an Environmental Assessment of the proposed mining plan and alternatives prepared by the Office of Surface Mining Reclamation and Enforcement (OSM); a technical analysis prepared by Colorado Mined Land Reclamation Division (NERD); comments and concurrences of other Federal agencies; and other documents in the administrative record. -~~., .~ ' " ~~: Appi+~Val of this mining plan modification will authorize the miring=of Federal coal within the approved mining plan area of 962 acres within Federal lease C-067, as shown on the map included with this decision document. A special condition is incorporated into the proposed mining plan approval document that requires modification of the reclamation bond. The bond must contain a provision that, to the extent that Federal lands are involved, makes the Office of Surface Mining Reclamation and Enforcement the sole obligee if the Colorado cooperative agreement is terminated. This provision is required under the cooperative agreement.
