Recommendation <br />I recommend approval with a condition of the Wyoming Fuel <br />Company (WFC) Golden Eagle mine mining plan. This is a <br />mining plan modification for the Golden Eagle mine. This <br />mining plan is for an existing underground mine in which <br />mining operations are being extended in leased Federal coal. <br />My recommendation to approve the mining plan is based on the <br />complete permit application package (PAP), updated to <br />March 2, 1990; an Environmental Assessment of the proposed <br />mining plan and alternatives prepared by the Office of <br />Surface Mining Reclamation and Enforcement (OSM); a <br />technical analysis prepared by Colorado Mined Land <br />Reclamation Division (NERD); comments and concurrences of <br />other Federal agencies; and other documents in the <br />administrative record. <br />-~~., .~ <br />' " ~~: <br />Appi+~Val of this mining plan modification will authorize the <br />miring=of Federal coal within the approved mining plan area <br />of 962 acres within Federal lease C-067, as shown on the map <br />included with this decision document. A special condition <br />is incorporated into the proposed mining plan approval <br />document that requires modification of the reclamation bond. <br />The bond must contain a provision that, to the extent that <br />Federal lands are involved, makes the Office of Surface <br />Mining Reclamation and Enforcement the sole obligee if the <br />Colorado cooperative agreement is terminated. This <br />provision is required under the cooperative agreement. <br />
