Federal lease C-067 consists of six noncontiguous <br />parcels, totaling 961.92 acres, in T. 33 S., R. 67 W., Sixth Principal Meridian <br />which are surrounded by privately caned coal reserves which, in turn, compose <br />the bulk of Wyoming Fuel's reserve base. The mine <br />name van a rhea oyoa3ag Fuel purchased the mine from CP6I in January <br />1984. Theog~sated eacluaively on private leads under CMLRD permit No. <br />C-013-81 until-398a whe~lr a permit revision was submitted to OSM to expand the <br />permit boundary to include additional fee holdings and portions of Federal coal <br />within 0-067. The original mine plan all wing the extraction of Federal coal <br />was approved as part of this 1988 revision (OSM NCO-0050) effective September <br />23, 1988. Mining on C-067 began shortly thereafter in October 1988. It is <br />important to note that a technical analysis of the resource recovery and <br />protection plan (R2 P2) and determination of Maximum Economic Recovery (HER) was <br />made in recommending the approval of the original mine plan for C-067, however, <br />the numerous and significant changes brought about by revisions of the original <br />mine plan necessitate a re-analysis of the R2 P2. <br />
