U.S. DEPARTMENT OF THE INTERIOR OFFICE OF SURFACE MINING RECLAMATION AND ENFORCEMENT FINDING OF NO SIGNIFICANT IMPACT FOR Golden Eagle Mine Federal Lease C-067 Mining Plan Decision Document A. Introduction Wyoming Fuel Company submitted a permit application package (PAPj for a permit revision for the Golden Eagle mine to the Colorado Mined Land Reclamation Division (MLRD) under the Colorado State program (30 CFR Part 906). The PAP proposes extending underground mining operations into about 5,674 acres, including 922 acres of Federal lease C-067. The proposed operations would cause no new surface disturbance except from mining-induced subsidence. :• Under the Mineral Leasing Act of 1920, the Assistant Secretary, Land and Minerals Management must approve, approve with conditions, or disapprove the mining plan modification for Federal leases C-067. Pursuant to 30 CFR 746.13, the Office of Surface Mininq Reclamation and Enforcement (OSM) is recommending approval of this mining plan. B. Statement of Environmental Significance of the Proposed Action. The undersigned person has determined that the approval of the mining plan modification would not have a significant impact on the quality of the human environment under section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4332(2)(C), and therefore, an environmental impact statement is not required. This finding of no significant impact is based on the attached environmental assessment (EA) prepared by OSM, which identifies and analyses the environmental impacts of the proposed action. The environmental assessment incorporates by reference the Colorado MLRD's Decision and Findings of Compliance Document and the September 1988 Environmental Assessment prepared by OSM for the original mining plan approval.
