U.S. DEPARTMENT OF THE INTERIOR <br />OFFICE OF SURFACE MINING RECLAMATION AND ENFORCEMENT <br />FINDING OF NO SIGNIFICANT IMPACT <br />FOR <br />Golden Eagle Mine <br />Federal Lease C-067 <br />Mining Plan Decision Document <br />A. Introduction <br />Wyoming Fuel Company submitted a permit application package <br />(PAPj for a permit revision for the Golden Eagle mine to the <br />Colorado Mined Land Reclamation Division (MLRD) under the <br />Colorado State program (30 CFR Part 906). The PAP proposes <br />extending underground mining operations into about 5,674 <br />acres, including 922 acres of Federal lease C-067. The <br />proposed operations would cause no new surface disturbance <br />except from mining-induced subsidence. <br />:• <br />Under the Mineral Leasing Act of 1920, the Assistant <br />Secretary, Land and Minerals Management must approve, <br />approve with conditions, or disapprove the mining plan <br />modification for Federal leases C-067. Pursuant to 30 CFR <br />746.13, the Office of Surface Mininq Reclamation and <br />Enforcement (OSM) is recommending approval of this mining <br />plan. <br />B. Statement of Environmental Significance of the Proposed <br />Action. <br />The undersigned person has determined that the approval of <br />the mining plan modification would not have a significant <br />impact on the quality of the human environment under section <br />102(2)(C) of the National Environmental Policy Act of 1969 <br />(NEPA), 42 U.S.C. 4332(2)(C), and therefore, an <br />environmental impact statement is not required. <br />This finding of no significant impact is based on the <br />attached environmental assessment (EA) prepared by OSM, <br />which identifies and analyses the environmental impacts of <br />the proposed action. The environmental assessment <br />incorporates by reference the Colorado MLRD's Decision and <br />Findings of Compliance Document and the September 1988 <br />Environmental Assessment prepared by OSM for the original <br />mining plan approval. <br />C <br />~/ <br />Chief, Fede al Programs Division <br />western Support Center <br />l~ <br />Date <br />
