We have no comments
on the justification for the lease suspension. OSMRE suggests that a
stipulation to the lease suepeneion would be appropriate which requires the
lessee to submit a permit revision application to Colorado Mined Land
Reclamation Division (NERD) and a resource recovery and protection plan
amendment to the Bureau of Land Management (BEM) that reflect any changes to
the mining and reclamation plan that will result from the suspension of the
lease. In addition, BLM also should notify the lessee, OSMRE, and Colorado
MLRD of the specific restrictions to entering and operating within the
leasehold during the term of the suepeneion.
If you have arry questions, please contact Richard Holbrook at 844-5658•
cc: F.
