Description of the Operation and Reclamation Plans <br />During operations, coal was mined from five portals in the Lower Starkville seam using <br />the room and pillar method. Both conventional and continuous equipment was used. <br />Coal was transported to the surface on a belt conveyor. Coal was stockpiled and <br />transported to the preparation plant or to customers directly. Refuse from the prep <br />plant was permanently deposited in the refuse pile located in the northwest portion of <br />the disturbed area. <br />Following permanent cessation of mining, reclamation activities were undertaken. <br />Structures were dismantled, the Mine No. 2 highwall was backfilled and graded, topsoil <br />was replaced in portions of the disturbed area and revegetated. Approximately 17.3 <br />acres of disturbance was not covered with topsoil but with a suitable soil substitute. <br />Two loadouts, the Burlington Northern loadout and the Santa Fe loadout, located in city <br />of Trinidad, have been reclaimed and bond has been fully released. <br />Section II -Revisions to the Permit <br />There have been no permit revisions, technical revisions, minor revisions, or bond <br />releases applications submitted since Permit Renewal No. 4 (March 2003). <br />Section III - Summary of Stipulations <br />The following table is a summary of all stipulations issued over the life of this permit. <br />Stipulations are a binding part of the mining permit. <br />Stip # Brief Description Status Date Comments <br />1 Non-toxic refuse demo CW 01/17/88 <br />2 Refuse pile stability CW 01/17/88 <br />3 Subsidence effect CW 01/17/88 <br />4 Mine roads CW 09/20/88 <br />5 Additional bond for roads CW 09/30/89 <br /> <br />-4- <br />
