In ordering the remaining 80 mil VLDPE smooth liner for Phase I Cresson Pad and the <br />textured (one side) 80 mil VLDPE necessary to construct some of the Phase II underdrain, the <br />supplier able to provide the material in 1995, Poly-Flex, Inc., has an internal specification for <br />density that differs 0.5 percent from the original specification for the Cresson Project (0.930 v. <br />0.925 gms/cc). The attached letter from Golder Associates provides additional details. <br />The geosynthetic produced by Poly-Flex meets industry standards for VLDPE (NSF Standard <br />54) and its use does not adversely affect the design or operation of the facility. As Golder <br />Associates explains in their letter, the original specification was designed to coincide with the <br />Gundle manufacturing specifications, which, in the case of the limit on liner density, differ <br />slightly from the internal specifications of the 1995 manufacturer (Poly-Flex). All of the other <br />geosynthetic specifications for the Project are met by the Poly-Flex material. Golder's tests <br />demonstrated that the initial batch of materials were within a few thousands (0.002) of the <br />original specification of 0.925 gms/cc and therefore that they are in compliance with the 0.930 <br />gms/cc "industry" standard. <br />Also included is a letter from Poly-Flex that confirms this information and confirms that the 10- <br />year warranty continues to apply for the material. <br />In keeping with our understanding of the outcome of the discussions between the Office of <br />
