<br />(c) Grazing by domestic livestock has not yet been allowed by the permittee <br />(Rule 4.15.5). Deer and antelope have been allowed limited access to the <br />property through the three-strand wire fence, as the Lowest wire has been <br />approved by the Division to be smooth, with the upper two being barbed (page K- <br />1 of the permit). The permit is thus in compliance with this Rule, and with Rule <br />2.05.6(2)(a). <br />(d) Reference areas and revegetation standards have been approved by the Division <br />for use in the determination of revegetation success. The permit is thus in <br />compliance with Rules 4.15.7 and 4.15.8. <br />(e) The Northgate I.oadout was used as a loadout prior to December 1, 1980, <br />according to Jackson County Resolution No. 1981-iii-2(b), found at page 5(d) of <br />Volume III of the mine permit. Union Pacific Raih•oad Company, in a letter <br />dated December 17, 1982, had requested the loadout be reclaimed as an industrial <br />loadout.
