HONEYWOOD COAL COMPANY <br />HAUL ROAD CERTIFICATION <br />In accordance with Rule 4.03.1(1)(d) the design and construction or <br />reconstruction of haul roads not within the disturbed area shall be <br />certified by a qualified registered professional engineer. Under Rule <br />1.04, the definition of "Road" excludes any roadway within or adjacent <br />to the immediate mining area. The immediate mining area is defined as <br />the area to be mined during the term of the permit. Under this <br />definition there are only two sections of "haul road" within the permit <br />area. <br />The two sections of haul road that are not within the immediate mining <br />area as follows: <br />1) The section between mining Area 1 and Area 2. The design of <br />this road section is presented on drawing No. 121 and; <br />2) The section from the southern edge of the mining area to the <br />county road from stations 1000+00 to 1017+00. The design of <br />this road section is presented on drawing number 124. <br />The section of haul road between mining Area 1 and Area 2 crosses a <br />drainage for which a culvert is required. Culvert #2 at road station <br />38+65 was designed to be a 24" diameter culvert to handle a flow of 10.6 <br />cfs (permit exhibit 9 page 9-25). An 18" culvert was installed at this <br />location. The attached calculation sheet shows that the 16" culvert is <br />currently adequate to handle the flow from the drainage area because <br />mining area 2 has not been disturbed. After mining area 2 is disturbed <br />the 18" culvert must be replaced with the designed 24" culvert. The <br />attached calculations were performed using the computer program Storm <br />Ver. 6.21. The haul road sections do not cross any other drainages. <br />The construction of the road sections was supervised by L. K. Jewkes, an <br />EIT and Colorado School of Mines graduate, who works under my <br />supervision.
