HONEYWOOD COAL COMPANY
HAUL ROAD CERTIFICATION
In accordance with Rule 4.03.1(1)(d) the design and construction or
reconstruction of haul roads not within the disturbed area shall be
certified by a qualified registered professional engineer. Under Rule
1.04, the definition of "Road" excludes any roadway within or adjacent
to the immediate mining area. The immediate mining area is defined as
the area to be mined during the term of the permit. Under this
definition there are only two sections of "haul road" within the permit
area.
The two sections of haul road that are not within the immediate mining
area as follows:
1) The section between mining Area 1 and Area 2. The design of
this road section is presented on drawing No. 121 and;
2) The section from the southern edge of the mining area to the
county road from stations 1000+00 to 1017+00. The design of
this road section is presented on drawing number 124.
The section of haul road between mining Area 1 and Area 2 crosses a
drainage for which a culvert is required. Culvert #2 at road station
38+65 was designed to be a 24" diameter culvert to handle a flow of 10.6
cfs (permit exhibit 9 page 9-25). An 18" culvert was installed at this
location. The attached calculation sheet shows that the 16" culvert is
currently adequate to handle the flow from the drainage area because
mining area 2 has not been disturbed. After mining area 2 is disturbed
the 18" culvert must be replaced with the designed 24" culvert. The
attached calculations were performed using the computer program Storm
Ver. 6.21. The haul road sections do not cross any other drainages.
The construction of the road sections was supervised by L. K. Jewkes, an
EIT and Colorado School of Mines graduate, who works under my
supervision. Mr. Jewkes has a wide variety of experience in the
construction industry.
I hereby certify that, subject to the explanation of the culvert
installation above, the haul road sections were constructed in accordance
with the design shown on permit drawings 121 and 124 and in accordance
with the design and construction standards under Rule 4.03.1.
«,~„„~~ ~ * ; 19230 ; * ~
• ~
.~
X90%~ i i ~:1
~~ f~••...•..•'G\~1
~~~Q1VAL • ~~~ ~
•wwI
~~•~~~p0 ~R~~~EC/~~~pp•,~ 73/-9L
James E.
