The mine is a small underground operation
located in a canyon setting in the Bookcliffs north of Fnii[a. Approximately 50,000 tons of coal
were produced at the mine during the past year.
Whether or not the mine is actively producing coal, the operator is extremely conscientious with
respect to maintaining a clean, well maintained site. The portal facility area is located at the head
of a box canyon where several high gradient ephemeral drainages converge. The drainages are
prone to flash flood type flows in response to high intensity thunderstorms, and in August and
September, 1997, there were two storm events which approached 100-year/24-hour nragni[ude.
All drainage control facilities were maintained incompliance with permit requirements prior to
the storm events, and performed exceptionally well. Primary diversion culverts and ditches in
the portal facility area diverted all upland flows away from [he disturbed area, and internal
drainage ditches and culverts conveyed disturbed flows to the sediment pond.
Measures employed by the operator above and beyond permit requirements including oversized
culvert inlet sumps to settle out sediment and debris, and secondary seditnen[ controls including
sediment traps located along the primary collection ditch, and establishment of stabilizing
vegetation on roadcuts, fills, and other portions of the disturbed area subject to infrequent use
contributed significantly [o minimize impacts of the operation.
The September storm occurred over a weekend, and Jolur Walters was on site both days to
