The operator has <br />committed to sealing of entries and shafts in accordance with the <br />requirements of Rule 4.05.10 and 4.07.1-4. <br />Use of Explosives <br />The Orchard Valley Mine is an existing underground operation. No <br />regular surface blasting occurs. There is a slim chance that surface <br />blasting will be utilized during construction of the rock slope <br />tunnels. If material larger than what conventional earth- moving <br />equipment can accommodate is found, less than five pounds of <br />explosives would be used to break up the material. <br />The operation is in compliance with ali requirements related to <br />explosives use. <br />Disposal of Excess Spoil <br />Disposal of excess spoil will not occur at Orchard Valley Mine. <br />Coal Mine Waste Banks <br />Section 2.05.3(9), and Volume 6A. <br />The operator, in response to Stipulation No. 16 of its original Permit <br />No. C-038-81, obtained approval for an underground development waste <br />pile at the Orchard Valley Mine. Designs and text regarding the waste <br />pile can be found in the approved permit application, Volume lA, <br />Briefly, the plan consists of three phases. Phase I consists of waste <br />pile to be constructed on the "West Ridge" site, immediately adjoining <br />the southwestern toe of the lowest existing fill bench at the Orchard <br />Valley Mine surface facilities. This terraced pile is proposed to <br />accommodate 130,000 cubic yards of waste and fulfill the mine's waste <br />disposal requirements for a period of 8.8 years. In January 1988, <br />64,417 tons of waste had been disposed of at the West Ridge site. <br />Approximately 25,000 tons were added to the pile in 1987, due to <br />development in the West Mine area. This exceeds the expected average <br />annual waste production estimates. ihis rate of waste production is <br />not expected to continue. <br />Phase II consists of an analogous, but smaller, waste pile to be <br />constructed on the "East Ridge" site, immediately east of the Phase I <br />-32- <br />
