the Division. With an approved monitoring program, cut slopes will be <br />allowed to reach a maximum slope gradient of 1.Oh:l.Ov (horizontal to <br />vertical). The stability analysis determined a minimum operational <br />static slope safety factor adjoining the upgraded haul road of 1.72. <br />The operator will remove and reclaim that portion of the haul road <br />constructed to connect the existing public access road to the proposed <br />portal bench embankment across East Roatcap Creek (design plan road <br />Station 32+50' to 38+50'>. In addition, the operator will partially <br />backfill the road cut slopes during reclamation in order to narrow the <br />road from an operational width of 26 feet to a width of approximately <br />15 feet, similar to that of the preexisting access road. This partial <br />backfill will provide buttress to the retained cut slopes of the haul <br />road, increasing their static slope safety factors. <br />The ford of an ephemeral stream with a watershed of at least one <br />square mile is proposed for approval since it will not seriously alter <br />normal water flow, contribute to sediment load, or cause adverse <br />affects to fish or wildlife. The ford will occur on East Roatcap <br />Creek where the BLM road, used to access the west mine fan facilities; <br />crosses this creek. <br />II. Support Facilities - Rule 4.04 <br />The mine facilities at the Orchard Valley Mine are predominately <br />located in three areas - the main mine, the Orchard Valley West Mine <br />(OVWM), and the train loadout. Three other miscellaneous structures <br />are found xi thin the permit area. They include the guard shack on <br />Steven's Gulch Road, the 500,000-gallon water tank and well house at <br />the Steven's Gulch wellfield, and the OVWM pipeline. These facilities <br />are described in Section 2.05, and maps are found in Volume 8A. <br />The main mine facilities are located east of Steven's Gulch Road. <br />Facilities include the office/bath house building, the warehouse and <br />shop, a crushing and screening building, a transfer tower, conveyor <br />structures, and a truck loading station. Two water tanks (100,000 <br />gallon and 200,000 gallon) are found on the north end of the disturbed <br />area. In addition, a fueling area, a sewer plant, and waste oil <br />storage tank are found at the site. <br />Facilities at the OVWM include three portals, a warehouse, shop, <br />fueling station and rockdust tank. A substation provides a power <br />linkage to the mine. A 200,000-gallon water tank and ventilation fan <br />lie one-quarter mile north of the portal cut. <br />The train loadout includes a scale, a truck dump, three silos, two <br />conveyors, and a loadout building linked to a rail spur. A small <br />shop, sewage treatment and substation are also located at the site. <br />All facilities and coal handling structures are in compliance with the <br />rules and regulations. <br />-25- <br />
