<br />XX. Roads - Rules 2.05 and 4.03 <br />A complete discussion of roads is found in Tab 12, Operations with references <br />to associated maps and calculations. <br />All roads on site will be classified as either haul roads or light use roads. <br />There are no access roads proposed as part of this permit application. <br />Approximately 9.5 miles of haul roads will be constructed during the first <br />five-year permit term. Of this, 4.2 miles will be the tie across haul road <br />connecting Routt County Road No. 53 to the Hayden Station Power Plant. <br />The designs for ditches and culverts to control and convey runoff in and <br />around the haul roads are found in Appendices 12-1, 12-2, 12-3 and 12-5. The <br />applicant originally requested a variance from the culvert spacing required in <br />Rule 4.03.2(4)(c)(v) to more effectively control runoff to utilize existing <br />channels and minimize erosion. However, because of a subsequent change to <br />this rule, the variance is no longer required. <br />The culvert designs presented for culverts show several multiple culverts for <br />a road crossing. In all cases where the multiple culverts are used, the <br />combined end areas are greater than 35 square feet. Rule 4.03.1 (4) (e) (i) <br />requires all culverts with end areas greater than 35 square feet be designed <br />to convey flows from the 20-year-24-hour storm. The applicant has complied <br />with this regulation. <br />The mining haul roads and tie-across haul road ditch designs were presented in <br />the permit application. The mining haul road ditch designs were compared to <br />the mining haul road culvert designs to ensure that .the culverts and ditches <br />were designed to carry appropriate flows. Some discrepancies were noted, <br />however, these were minor and both the culvert and ditch designs were <br />conservative and all ditches are adequate. <br />The tie across haul road drainage ditch designs were presented for those ditch <br />segments of this road which will carry runoff from cut slopes above the road. <br />These designs are adequate. <br />This section is in compliance. <br />XXI. Pond, Impoundments, Diversions, - Rules 2.04.7, 2.05.3, 4.05 <br />The discussion of ponds and diversions can be found in several sections of the <br />permit application. A discussion of the one sediment pond, Pond 006, to be <br />used during this five-year permit term, can be found in Section IV, <br />Hydrological and Sediment Control Structures of Tab 7, Hydrology in Volume <br />III. Design of containment ditches is contained in Appendix 12-4 of Tab 12, <br />Operations, Volume VII. Finally, post-mining stream channel reconstruction <br />details can be found in Section VI, Probable Hydrologic Consequences of <br />Mining, of Tab 7, Hydrology, of the permit application. <br />The containment ditches are designed to divert disturbed area flows which <br />would drain to undisturbed drainages into the drainage system which eventually <br />flows to Sediment Pond 006. These ditches need to remain as part of the <br />sediment control system at least until the site is fully reclaimed. <br />- 48 - <br />
