<br /> <br />XV. Operations Description - Rules 2.05.2, 2.05.3(2) and 4.01 <br />The Seneca II-W Mine is an area strip mine utilizing conventional dragline <br />mining methods. The permit boundary of this application encompasses two <br />geographically separated areas; the mine area permit boundary and the <br />tie-across haul road permit boundary. The mine area permit boundary includes <br />the areas to be mined and facilities. The tie-across haul road permit <br />boundary includes the right of way for a haul road connecting County Road 53 <br />to the Colorado Ute generating station, The total disturbed area of the <br />projected twelve-year life of the mine is approximately 706 acres. <br />Mining will recover the Wadge coal seam and the Lennox seam when it is <br />economically feasible. Mine pits are oriented perpendicular to the cropline. <br />Recovery will extend from the cropline to an overburden depth of 100 feet. <br />The mine area is divided into two separate pit areas. The larger area lies in <br />the southern portion of the proposed mine permit boundary, This area will be <br />mined during this five-year permit term. The smaller area lies in the <br />northern portion of the mine permit boundary. The northern mine pit area was <br />not specifically addressed in the permit application and therefore can not be <br />evaluated or approved as part of this findings document. <br />Mining will commence with topsoil removal followed by overburden blasting. <br />The initial box cut is located in the north-central portion of the south mine <br />area. Spoils will be placed to the south of the cut. Mining will progress to <br />the northwest until 1986 when the dragline will be moved to the initial cut <br />and mining will continue to the southeast. Successive box cut spoils will be <br />placed in the previous pit. Finally at the end of this permit term in 1995, <br />the dragline will move back to the northwest to finish mining in this area. <br />A complete discussion of the operations plan can be found in Tab 12, <br />Operations. <br />This section is in compliance with the applicable regulations. <br />XVI. Ex alosives - Rule 2.05.3(6) <br />Information regarding blasting is contained in Tab 12, Operations of the <br />permit application. The notification, pre-blasting survey, recording and <br />signing aspects of the blasting plan are in conformance with the regulatory <br />requirements. There are no builaings or dwellings within a 1/2 mile radius of <br />any proposed blasting area. <br />An active oil well was located within 500 feet of the proposed blasting <br />operations. However, Peabody Coal Company agreed, in Technical Revision <br />number 2, to not blast within 500 feet of this oil well at present. This <br />revision was approved by the Division June 23, 1489. <br />The applicant is in compliance with this section. <br />-45- <br />
