The Division finds that the applicant, through the use of culverts, drainage
ditches, and sediment ponds, has designed and constructed the mine and
tie-across haul road to minimize impacts to the alluvial systems and
prevailing hydrologic balance.
The applicant is in compliance with the requirements of Section 2.06.8
IX. Assessment of Probable Hydrologic Consequences of Mining and
umu a ive y ro ogic mpac s - Ru es an )(c)
This Cumulative Hydrologic Impact Study (CHIS) fora portion of the
Yampa River basin has been prepared by the Colorado Mined Land Reclamation
Division (CMLRD) pursuant to Rule 2.07.6(2)(c). This CHIS assesses the
projected cumulative hydrologic impacts of all anticipated mining operations
in the general area of the proposed Seneca II-W surface mine. The cumulative
impacts include both surface and ground water impacts, however, the general
area as defined for surface and ground water basins do not coincide. The
surface water general area includes the cumulative effects of anticipated
mining in the upper Yampa River Basin to Hayden, Colorado (see Figure No. 2).
Mines located in this area and included in the Cumulative Hydrologic Impact
analysis include (see Figure No. 3):
1) Sunland Mining Corporation - Apex No. 2 Mine, CMLRD Permit No. C-81-011
2) Pittsburg and Midway Coal Company - Edna Mine, CMLRD Permit No, C-80-001
3) Colorado Yampa Coal Company (CYCC) - Energy tAine No. 1 and No. 2, and the
Eckman Park Mine „ CMLRD Permit No. C-79-177
4) Colorado Yampa Coal Company (CYCC) - Energy Mine No. 3, CMLRD File No.
C-84-062
5) Twentymile Coal Company -Foidel Creek Mine, CMLRD Permit No. C-82-056
6) Peabody Coal Company - Seneca II Mine, CMLRD Permit No. C-80-005
7) Peabody Coal Company - Seneca II-W Mine, CMLRD Permit No, C-82-057
8) Sun Coal Company - Meadows No. 1 Mine, CMLRD File No. C-81-029
9) Rock castle Company - Grassy Gap Coal Mine No. 1, CMLRD Permit No. C-81-039
Structural basins strongly influence the direction of ground water flow in
contiguous regional aquifers and thus, these basins define the limits of the
area considered hydrogeologically adjacent. The Seneca II-W Mine lies on the
western flank of the Sage Creek Anticline, a minor component of the regional
Sand Wash Ground Water Basin. Due to structural limitations and the size of
the Sand Wash Basin cumulative impacts with adjacent mines will not occur.
Further discussion of this is included in later portions of this section.
Mining operations include both surface and underground mining operations, All
mines listed are currently permitted operations. CYCC's Energy Mines Nos. 1,
2, and 3, Eckman Park Mine, Rockcastle Company's Grassy Gap Coal Mine and
Sun Coal Company's Meadows No. 1 Mine are currently in phases of reclamation
only. Foidel Creek and Apex No. 2 are underground mines.
- 21 -
