APPENDIX 1 <br />STUDY PLAN <br />RITO SECO WATERSHED <br />Costilla County, Colorado <br />February 1976 <br />A Field Examination Report (FE R) has indicated that a potential feasible <br />project for treatment of critically eroding areas and flood control can <br />be developed for the Rito Seco Watershed. The local sponsoring organi- <br />zations have been informed of this fact and have indicated that they <br />would like to proceed with the development of a watershed worN. plan. <br />Mutual agreements have been reached on desired levels of protection for <br />project development. <br />The Field Examination Report was prepared from investigations made by <br />various planning technicians. <br />This study plan has been prepared to guide the development of a work <br />plan and environmental impact statement and to present estimates of: (1) <br />the scope and intensity of surveys and investigations; (2) man-days and <br />cost inputs; (3) a proposed schedule for completing the plan and environ- <br />mental impact statement; and (4) a preliminary estimate of the P.L. 566, <br />other and total cost of the structural works of improvement. <br />The following is a description of surveys and investigations to be <br />carried out by planning technicians for the implementation of a water <br />resources plan. The man-days required to do the FER are included in the <br />total hours of each activity described. (See attached table) <br />ECONOMIC <br />A. Basic Data <br />Land Use and Crops: Present land use and crops grown in the project <br />area will be furnished by the Peoples Ditch Company, watershed <br />residents, and the San Luis field office of the Soil Conservation <br />Service. <br />Crop Yields: An SCS economist will obtain present crop yields from <br />farm owners and operators in [he project area. Future crop yields <br />will be estimated for with-and without-project conditions and will <br />be based upon: predictions by soil series for land resource areas, <br />Colorado agricultural statistics and knowledge of technicians <br />working in the project area. The State Resource Conservationist <br />and his staff will correlate and supplement [he above data. <br />
