~~ f III IIIIII'llllll'll <br />sss <br />FIELD EXAMINATION REPORT <br />RITO SEGO WATERSHED <br />Costilla County, Colorado <br />February 1976 <br />Description of Watershed Area <br />Rito Seco is a potential P.L. 566 project involving flood prevention, <br />primarily to the town of San Luis and adjacent farmland, and s-abili- <br />zation of erosion areas in the watershed. The watershed is located in <br />central Costilla County near the to~.n o' ."a,-, i::is. The area varies in <br />elevation from over !?,000 f<et a*_ the hiehest oeaks to 7,950 feet at ' <br />the confluence of Ritu Seco Cr~~k with Culebra Creek. The watershed is <br />about three miles wide and 12 miles long with an area of 35.5 ;qua re <br />miles (22,700 acres.) <br />The mean annual precipitation varies from 10 inches at San Luis to 22 <br />inches at the highest elevations. About half of this moisture occurs <br />during the period of May through September. Rito Seco Creek is a peren- <br />nial stream; however, it fluctuates extensively in response to summer <br />rains. Flooding is most common during June through August. <br />There are about 300 acres of irrigated hay and pasture in the flood <br />plain; however, an additional 1,600 acres of cropland are served by <br />the "Peoples Ditch" which passes through the flood plain and is suscep- <br />tible to flood damage. The Peoples Ditch has the first priority water <br />rights in the State of Colorado. <br />The community of San Luis has a population of about 800 people. It has <br />the distinction of being the oldest town in Colorado. The basic economy <br />of the area is agriculture. The town is located in the flood plain of <br />Rito Seco Creek; however, some success has been achieved in div:rting <br />floodwaters around the town. <br />The watershed is located in the southeastern Colorado Economic )evelop- <br />ment District and the Four Corners Economic Development Region. The <br />southeastern Colorado Economic Development District has as one ~~f its <br />objectives, to take actions to help areas and localities of sub•;tantial <br />and persistent unemployment and underemployment in implementing programs <br />for public works and economic development. The Four Corners Economic <br />Development Region was organized to create new jobs, increase personal <br />income and improve productivity in the underdeveloped and lagging regions <br />of the "Four Corner" states of Arizona, Colorado, New Mexico and Utah. <br />Social and economic opportunities in this watershed area are very low. <br />
