Your letter states that refuse material generated by bench development will be placed and <br />compacted noAh of the existing pile. Is it correct to astiwtle that the refuse pile would be extended <br />to the north as a result of bench consWClioq with all constructioq compactioq and drainage <br />requirements of the approved pile remaining in e6ect7 Would assumptions of [he stabihty <br />analysis for the pile remain valid. Would any refuse material be placed to the north of the north <br />perimeter ditch (Ditch Segment "F'"). Would any material.excavated from the pile during bench <br />construction be placed in any locations not physically in contact with the existing refuse pile? <br />2. Is it correct that demolition debris disposed of near the Roadside coal stacking tube would no[ be <br />placed in contact with refuse material from the Roadside Refuse Pile? <br />3. Your letter indicates that any land ltse changes, AOC variance proposals, etc., would be handled as <br />a technical revision We need to clarify that such significant changes to the reclamation plan <br />would need to be handled as a Permit Revisioq pltrslrant to the requirements of 2.08.4(1)(a) and <br />(c). <br />4. Your letter references the conflict regarding the rxlamation schedule for the CRDA refuse areas <br />and the permit requirement to dispose of "coal and refuse material from other reclamation <br />activities" at one of the CRDA refuse areas. The current reclamation schedule spe~es <br />bacJ~lling and grading of both piles to be completed by the end of the first quarter, 2002, and full <br />reclamation of both CRDA refuse piles by the end of 2002.
