Introduction <br />This document is the Findings of Compliance leading to a Proposed Decision by the Colorado <br />Division of Minerals and Geology (Division) regazding a Partial Bond Release Application <br />(Application) tiled by Minrec, Inc. (Applicant) for reclamation accomplishments at the North <br />Thompson Creek Mines (Permit C-81-025). The application was submitted under a J. E. Stover & <br />Associates letter of July 12, 2001, Re: Minrec. Inc., North Thompson Creek Mines Request for Partial <br />Bond Release Permit No. C-81-025. This bond release application has been designated SL-04. The <br />application requested release of $158,430 for Partial Phase II work. During the review of the <br />application, reclamation accomplishments were identified as Partial Phase I and Partial Phase II work, <br />and a reduction in required bond in [he amount of $175,121 was determined to be warranted. <br />This document contains (in addition to [his Introduction) four parts. These include: 1) procedures and <br />summary of the bond release process; 2) criteria and schedule for bond release; 3) observations and <br />findings of the Division regazding compliance with the bond release requirements of the Colorado <br />Surface Coal Mining and Reclamation Act and regulations promulgated thereunder; and 4) the <br />Division's proposed decision on the request for bond release. <br />Detailed information about the review process can be found in the Colorado Surface Coal Mining <br />Reclamation Act (Act) and the Regulations of the Colorado Mined Land Reclamation Boazd for Coal <br />Mining (Rules). All Rules referenced within this document aze contained within the Regulations. <br />Detailed information about the mining and reclamation operations can be found in the permit <br />application package (PAP) on file at the Division offices, located at 1313 Sherman Street, Room 215, <br />in Denver, Colorado. <br />The North Thompson Creek Coal Mines are underground mines currently in permanent cessation (no <br />coal being mined) t. Areas of surface disturbance are in the reclamation phase of the permit. Coal was <br />mined from at the North Thompson Creek Mine 1 from 1955 to 1964 Z' On August 15, 1983, the <br />Snowmass Coal Company was issued a permanent program Mining Permit -Coal, Permit No. C-025- <br />81 3, for the existing North Thompson Creek Mines (subsequently renumbered to Permit No. C-81- <br />025). The permit was subsequently renewed every five years °. The Snowmass Coal Company mined <br />the site from 1971 to 1984 Z. Mining ceased, and reclamation of the site was initiated, in 1986 5. The <br />permit was transferred to MINREC, Inc. in 1990 6.
