Introduction This document is the Findings of Compliance leading to a Proposed Decision by the Colorado Division of Minerals and Geology (Division) regazding a Partial Bond Release Application (Application) tiled by Minrec, Inc. (Applicant) for reclamation accomplishments at the North Thompson Creek Mines (Permit C-81-025). The application was submitted under a J. E. Stover & Associates letter of July 12, 2001, Re: Minrec. Inc., North Thompson Creek Mines Request for Partial Bond Release Permit No. C-81-025. This bond release application has been designated SL-04. The application requested release of $158,430 for Partial Phase II work. During the review of the application, reclamation accomplishments were identified as Partial Phase I and Partial Phase II work, and a reduction in required bond in [he amount of $175,121 was determined to be warranted. This document contains (in addition to [his Introduction) four parts. These include: 1) procedures and summary of the bond release process; 2) criteria and schedule for bond release; 3) observations and findings of the Division regazding compliance with the bond release requirements of the Colorado Surface Coal Mining and Reclamation Act and regulations promulgated thereunder; and 4) the Division's proposed decision on the request for bond release. Detailed information about the review process can be found in the Colorado Surface Coal Mining Reclamation Act (Act) and the Regulations of the Colorado Mined Land Reclamation Boazd for Coal Mining (Rules). All Rules referenced within this document aze contained within the Regulations. Detailed information about the mining and reclamation operations can be found in the permit application package (PAP) on file at the Division offices, located at 1313 Sherman Street, Room 215, in Denver, Colorado. The North Thompson Creek Coal Mines are underground mines currently in permanent cessation (no coal being mined) t. Areas of surface disturbance are in the reclamation phase of the permit. Coal was mined from at the North Thompson Creek Mine 1 from 1955 to 1964 Z' On August 15, 1983, the Snowmass Coal Company was issued a permanent program Mining Permit -Coal, Permit No. C-025- 81 3, for the existing North Thompson Creek Mines (subsequently renumbered to Permit No. C-81- 025). The permit was subsequently renewed every five years °. The Snowmass Coal Company mined the site from 1971 to 1984 Z. Mining ceased, and reclamation of the site was initiated, in 1986 5. The permit was transferred to MINREC, Inc. in 1990 6.
