2td7 R~ONSE TO DAUB & ASSOCIATES' COMMENTS <br />ON APPENDIX F OF THE NAHC0.ITE ENVIRONMENTAL INP ACT STATEMENT <br />COMMENT #1.1 <br />Tt was indicated that the ground waters of the various aquifers are not <br />potable because of high levels of such contaminants as: fluoride, iron, <br />sulfate, manganese, pH, cadmium, chromium, lead, selenium, arsenic, <br />mercury, chloride, boron, barium, strontium, copper, sodium, and <br />lithium. It was advocated that, because the water would require <br />treatment to meet hurtian health/drinking water standard s, and because of <br />the uneconomical depths of the water-bearing zones, "the likelihood of <br />developing these aquifers as a drinking water source is quite remote." <br />CQ~1hiENT #1.2 <br />The above statements were preceded by the question, "WFry doesn't the <br />Underground Injection Control regulations for underground sources of <br />drinking water (USDIJ) stipulate any other parameters other than total <br />dissolved solids (TD:i)?" <br />COMMENT #1.3 <br />During a telephone conversation (January 9, 1987) between Jerry Daub and <br />Marc He ttnan, Mr. Daub elaborated on his written comment by adding that <br />the comment had been intended to question the following statement (which <br />appears in Appendix F of the draft Environmental Impact Statement (EIS) <br />on page 6.6-3 ): <br />In addition, the EIS presents data that appears to show the mineral <br />content of both the .upper and lower unit to be high in fluoride <br />content exceeding the Interim Primary Drinking Water Standards." <br />His concern was that: no other chemical constituents were mentioned along <br />with the fluoride. <br />RESPONSE X1.1 <br />An Underground Source of Drinking Water (USDW), as defined by 40 CFR Part <br />144, Subpart A, Section 144.3, means an aquifer or its portion: <br />(a)(1) Which supplies any public water system; OR <br />(2) Which contains a sufficient quantity of ground water to supply <br />a public water system; AND <br />(i) Currently supplies drinking water for human consumption; <br />OR <br />(ii) Contains fewer than 10,000 mg/1 total dissolved solids; <br />AtJD <br /> <br />(b) Which is not an exempted aquifer. <br />
