F. Surface and Ground Water Monitoring
1. The applicant will conduct monitoring of ground water in
a manner approved by the Division. The ground water
monitoring plan is as follows:
Ground water samples are measured semi-annually for the
parameters listed on page 2.04.7-16 of the permit
application. There are four ground water monitoring
wells; MW-10, MW-16, MW-23 and MW-65. MW-8 was
undermined and po longer records data. Water levels are
measured in the listed wells above on a quarterly basis.
In addition to the parameters listed on Table 12, the
operator has committed to measuring mine inflow, with
inflow quantities, location and source identified on a
semi-annual basis. All the sample results, mine inflow,
and water depth are submitted to the Division in an
Annual Hydrology Report due every August.
The ground water monitoring plan meets the requirements
of Rule 4.05.13(1). See Exhibit 25 of the permit
application for further information.
2. The applicant will conduct monitoring of surface water in
a manner approved by the Division. The monitoring plan
was submitted under 2.05.6(3)(b)(iv) and includes the
following:
Under the provisions of the NPDES permit, the operator
will prepare and submit quarterly compliance reports on
all discharge points on the mine and loadout sites. In
case of discharge, selected water quality parameters will
be taken and flow measured while samples will be taken
monthly if discharge is occurring. Parameters analyzed
can be found in Exhibit 25 of the permit application.
In addition, surface flow (when conditions permit) will
be measured at the following surface monitoring locations
and be collected and analyzed quarterly: Magpie Creek (in
diversion adjacent to the mine), Newlin Creek (adjacent
to GEC pits), Second Alkali Creek (near MW-65) and Oak
Creek (near Sediment pond L-2).
All monitoring information of surface waters is submitted
in the Annual Hydrology Report received by the Division
in August of every year (see pages 2.05.6-52 through 54
of the permit application).
G. Transfer of Wells
EFCI currently has no plans to transfer any exploration
boreholes or monitoring wells for subsequent use as water
wells.
31
