EFCI proposes to retain the access road once a letter from the landowner, the Vento Trust can be obtained. Configuration for the access road can be found on Figure 23, Volume 1, Section 4.03 of the permit application. Detailed design information for the access road ditch and culvert can be found in Exhibit 19, "Drainage and Sediment Control Plan". Maintenance of the road is achieved by grading and occasional resurfacing with 3/4" gravel 4-6" thick to provide a smooth, reliable operating surface. Surfacing materials do not contain toxic or acid-forming components. Light Use Roads: Rule 4.03.3 Light use roads are to and from the south mine fan, the substation, explosives bunker and north dewatering well. All light use roads are shown on Map 17, "Mine Plan Map", Map 18, "Mine Surface Facilities" and Map 19, "Access and Light Use Roads". No light use roads have been located near steep, wet or unstable terrain, and no roads cross channels of intermittent or ephemeral streams. Most of the roads on site are existing ranch roads which are utilized by the mine on a limited basis and for landowner access. Topsoil was not salvaged for the most part. Reclamation of the roads if not kept in place by landowner requests, will be the following: roads will be ripped and scarified and slopes blended, natural drainage will be re-established, areas disturbed will be re- vegetated and topsoiled if and where possible. II. Support Facilities Information about the operation plan and surface facilities can be found in Section 2.05.3 and 4.04 of the permit application. No additional surface facilities are planned for construction during this five year permit term. Since the last permit term, several structures have been added to the permit area. These are: 1. A mine fan to the south has been constructed with a road permitted to access the fan. Minor Revisions 17 and 20, approved in 2/5/92 and 8/7/92 respectively, dealt with the installation of the Monarch Mine fan and as-builts, while Technical Revisions No. 16, approved 10/25/93, incorporated the fan road into the permit area. 2. Combination spillways at Ponds 2, 3 and 4 were approved with the hydrologic calculations submitted under Technical Revision No.il, approved 3/6/92. 26
