Cottony <br />Division Director <br />Subject: 2004 Midterm Review, Permit No. C-1984-065 Natural Resource Trustee <br />Deaz Mr. Stover: <br />The Division of Minerals and Geology (Division) has completed a midterm review of Pem3it No. C- <br />1984-065, Coal Ridge No. 1 Mine. Three items have been identified for follow-up action to the <br />Permit Application Package (PAP). <br />Item 1. To better communicate that C.B. Minerals Company, LLC, has the necessary right of access <br />for remaining reclamation operations, please add Section lines and Township and Range information <br />to Figure 4.7-4 of the PAP (the access agreement is much more restrictive that the permit azea). <br />(Rule 2.03.6) <br />Item 2. In anticipation of the reclamation of Sedimentation Pond A, please modify so much of <br />section 4.4.2.11 on page 4-63 of the PAP to recognize Sedimentation Pond A and describe the <br />method of disposal of structural elements of this facility. [Rules 2.05.3(9), 2.05.4(1), and 4.11.4] <br />Item 3. Please reinstate Table 4.4-4 (the contents of) in the PAP (thank you for the copy provided). <br />This cost estimate is the initial (permitted) estimate. See the List of Tables on page 4-iii and the <br />contents of Exhibit 4.4-1. This estimate is the basis for establishment of progressive bond release <br />thresholds. [Rule 2.05.4(2)] <br />The current Division cost estimate of remaining reclamation operations is $38,200.
