He was reporting that an oil pipeline on the <br />Eagle Mine Complex property had ruptured and oil had flowed under Highway 13, through a culvert, at the south <br />end of the Eagle Permit area. He had been notified by the pipeline company, Rocky Mountain Pipeline Company. <br />He was on his way out the door to go observe the spill himself. <br />3/13/2007: I called Jerry to find out more details regarding the oil spill. He said that the pipeline company <br />informed him tha[ the leak in the pipeline occurred about 7:30 pm Sunday March 11, 2007. The pipeline was <br />formerly owned by Amoco, but is currently owned and maintained by Rocky Mountain Pipeline Company (RMPC). <br />The pipeline carries a light crude oil at 2000 psi. RMPC believed that a portion of the pipeline had become exposed <br />due to weathering, and natural freeze thaw caused a rock to fall on the exposed portion of the line and cause a <br />rupture. RMPC detected the leak remotely and shut ofE the flow to the segment of pipe. A crew Exom the RMPC <br />reported to the area within'/z an hour of detection. <br />Jerry estimated that oil sprayed at high pressure from the line until it was shut off, spraying an area of <br />approximately 3 acres. The location of the spill in TSN, R91W, SWl/4 section 6. Jerry's description of the area is a <br />rocky south-facing drainage. RMPC had brought a backhoe and had dammed and boomed the spill the keep any oil <br />from getting to the Williams Fork River. Crews were hand shoveling contaminated spoIl into barrels and were <br />planning to remove the contaminated soils to a land farm located offsite (near Isles Grove). RMPC was also <br />considering in situ land farming. <br />Jerry was not in Eavor of in situ land farm. I mentioned that I believe that a land farm would need to be <br />permitted with Moffat County and the Colorado Department of Public Health and Environment. <br />Vegetation that has been sprayed with oil will be cleared and grabbed and chipped. A consultant was working <br />with RIvIPC and DOW to clean up the spill appropriately. Jerry will supply RMPC with a seed mix list of appropriate <br />species to put back. <br />I told Jerry that a description of the event and the subsequent clean up will need to be included in the <br />permit This probably could be handled via an MR. Inclusion of the events into the permit will document what <br />happened and who is liable. The permit needs to have an updated ownership of the pipeline is it is no longer <br />Amoco. Jerry agreed with submittal of a revision. RMPC will need to have a final plan of how to manage the clean <br />up pE the spill. <br />
