o A detailed discussion of how the success of the revegetation of the <br />disturbed areas will be monitored and maintained should be included <br />(e.g., sampling methodology and frequency, comparison with reference <br />areas, criteria for determining when additional grading or seeding is <br />necessary, etc.). <br />The applicant also needs to discuss the potential for successfully reclaiming <br />the area. This is especially critical because of the low rainfall, short grow- <br />ing season, and poor soils in the area and the relatively steep slopes which <br />will exist after the disturbed areas are reclaimed. <br />Section 2.05.5 Postmininq Land Use <br />(2) Underground Mining Activities <br />On page II.J -8 the applicant mentions that they plan to improve the postmining <br />land use, as compared to premining, but no specifics on how the land use will <br />be improved are included. This section of the Colorado permanent regulatory <br />program should be carefully reviewed and the postmining land -use portion of the <br />permit application resubmitted. <br />Section 2.05.6 Mitigation of the Impacts of Mining <br />(1) Air Pollution Control Plan <br />Copies of the air pollution control applications which were submitted to the <br />Colorado Board of Health should be included in this permit application. <br />(2) <br />The applicant needs to provide a more detailed discussion of how fish and wild- <br />life impacts will be controlled and mitigated, and of how these resources will <br />be enhanced by reclamation. A specific discussion of such things as: how the <br />prairie dog population, which is an important food source for owls, eagles, and <br />-16- <br />
