+~J
i
.~
Mr. Jim Morris
Page Two
January 15, 1992
90% of the standard with 90% statistical confidence. It took 445
2x5 meter belt transects to meet this requirement and yielded 1134
woody plants per acre. Other areas have also been sampled although
not to the 90$ statistical confidence level. The 70 acre area 41
strip seeding had 3157 woody plants per acre, however a 14 acre in
area 51 only had 344 woody stems per acre.
What is apparent from this and other sampling which CYCC has done
is that on an average weighted basis CYCC should be able to
eventually meet shrub density standards for getting rangelands
released from bond. However, it will require two things, both of
which are counter-productive to CYCC.
The first is that CYCC will have to wait for some of the younger
reclamation (where adequate techniques were learned and employed to
get sufficient shrubs established) to meet the 10 year bond period
before it can get some of its older rangeland reclamation (which
will not meet shrub density standards unless averaged in) released
from bond. This affects CYCC's ability to effectively use these
lands in their cattle operation resulting in significant loss of
revenues.
The second thing is that in order to meet sample adequacy
requirements (at the required statistical confidence level), a huge
number of man hours must be spent.
Neither of these two things will result in better wildlife habitat
but both will result in significant cost to CYCC. CYCC does not
believe there will be significant negative impacts to wildlife as
a result of this proposal. However. we are requesting your
evaluation.
We also believe that if there is some necessary wildlife mitigation
required, there may be better ways to spend our money.
Please do not hesitate to call me if you have questions or we need
to discuss this further.
Singerely,
~ J~
~l ~ LLQ- 6v `J
Terrell K. o son
Sr. Environmental Engineer
vld
enclosure
