Noble MINED LAND ItECLgMgTION <br />State Senator <br />~~' ~~ OF NATURAL BESOL':CES <br />Box 71 <br />Norwood, Colorado 81423 <br />Dear Mr. Noble: <br />In late 1982 Federal Resources Corporation entered into negotiations <br />with a small mining company, Gila Mining, for the purchase and sale <br />of Federal's Camp Rird Colorado, Inc. holdings. The nature of these <br />negotiations is still. pending and delicate.: It hAd:come to our <br />attention that Mr. Mike Stanton of the Mined Land Reclamation Staff <br />hoe contacted a Gila Mining representative concerning our Camp Bird <br />Mine Mined Land Reclamation Permit. This permit was granted to <br />Federal Resources by the Mined Land Reclamation Board on December <br />2, 1982. A stipulation was attached to the permit requiring Federal <br />to have a stability study performed by an outside engineering firm <br />on the present tailings dam within one year. We are presently in the <br />process of completdng this requirement. <br />While Federal has explained the status of the Camp Bitd MLRB permit <br />to Ci1s.,Mr. Stanton's interference.in the private sector negotiation <br />process as a State of Colorado employee could detrimentally affect <br />the ea le and purchase of the Camp elyd Mine and the additional <br />employment which will be generated for this area. We feel Mr. Stanton's <br />interference as a State of Colorado employee is unethecal if not <br />illegal and these over zealous practices if condoned by the State <br />Mined Land Reclamation Board should not be allowed. If there is a <br />legal precedence for what Nr. Stanton has done then we feel additional <br />legislation against such practices by state employees should be <br />instituded. <br />It is ou:fep~tention that until negotiations ere completed and a <br />purchase and sale agreement has been finalized we feel the State <br />of Colorado Mined Land Reclamation Board and its staff members <br />should confine all correapondance, whether written or verbal, to <br />either Camp Bird Colorado, Inc, or Pederal Resources Corporation. <br />We sincerely hope you can help us rectify this terrible situation. <br />Unnecessary interference in the private sector by State and Federal <br />agencies is costly and nonproductive. <br />Sincerely, <br />CC: Glenn Underwood <br />Governor Richard Lamm <br />David C.
