Box 627 <br />Manitou Springs, CO 80829 <br />October 25, 2006 <br />RECE~yEC <br />ACT 2 6 2006 <br />Division of Reclamation, <br />Mining and Safety <br />Dear Mr. Boyd Astemborski: <br />This letter is to inform you that the parcel of land in Park County, where you-have located mining <br />claims (T. 9S., R. 77W., Section 33 SW) is not withdrawn from the mining law. In order for our <br />office to analyze a mining proposal you will need to submit a complete mining plan to the Bureau of <br />Land Management (BLM) Royal Gorge Field Office. As provided in our cooperative agreement with <br />the Colorado Division of Reclamation, Mining, and Safety, these plans aze submitted in the form of a <br />State of Colorado 110 or 112 permit application and the same application can be submitted both to <br />our office and the state simultaneously. <br />As part of a complete application, you will need to ensure that federal requirements for a complete <br />application aze provided. We will work with the State of Colorado -Division of Reclamation, <br />Mining, and Safety to jointly determine when the application is complete. If your plan is not <br />complete, we and/or the state will formally request more information from you. If your mining plan <br />is determined to be complete; an Environmental Analysis (EA) will be initiated by our office. <br />Your mining plan should adequately describe all mining activities that you are planning to pursue <br />including the dates of operation and a mining reclamation plan. After completion of our <br />environmental assessment we will provide mitigation to the state ofColorado -Division of <br />Reclamation, Mining, and Safety for their inclusion into the 110 or 112 permit. <br />As a reminder, submitting a mining plan to the BLM does not relinquish any other responsibilities <br />that-you may-have with other State or County agencies that regulate mining activities in Colorado. <br />
